The proposed provisions shop at 3-5 Clinton Avenue at the corner of Center Street returned to the Ellenville Village Board this week for an uneventful public hearing regarding their requested zoning change. The property, recently used by Rolling V bus company for a bus repair garage, has been unused for several years but is now in the crosshairs for 3-As-Company LLC, previously known for its members setting up the successful Market on Market last year and then launching Morning Sunshine for coffee and breakfast at Reservoir Studio.

The public hearing heard no complaints from anyone, except for a strange comment from the Ulster County Planning Board. Ellenville Code Enforcement Officer Brian Schug, said he didn’t understand what the County was concerned about.

At issue is a switch back to the B3 (commercial business) zone for that property, from the I2, (industrial.) It was changed to I2 for Rolling V and their desire to repair buses there. At that time, a decade ago or more, the county made no “spot zoning” objection. This time around, for a switch back to the original zoning, the county objected, and said this could be “spot zoning.” However, on the zoning map the B3 zone is right across Center Street and the property on the corner with Clinton Ave. appears as no more than an extension of it.

The board heard Schug loud and clear and voted unanimously to override county comments and approve the zoning change.

Victoria Messner, speaking for 3-As-Company LLC, said, “We are hoping to complete our purchase of the property now that we have this go ahead. Construction should begin in the spring and we plan to open up in stages. We’ll bring back Morning Sunshine, for coffee and pastry, as soon as possible, and we will have that here. Might be a coffee window first as phase one.”

The working title for the shop is now “Dollie’s Provision shop,” named for Dolly Parton. Messner said, “We love how she manages to bridge so many communities, the rural area she came from with urban music loves, and the religious side with the secular. She is even popular with the LGBTQ community.”

Raising her sights from the provision shop, Messner, who is now an alternate on the Ellenville ZBA, said, “We’re super excited that local people now realize that Ellenville can be a business hub again. We are looking forward to bringing the forgotten east end of the village back again. Also happy to be close to our friends and customers from Cragsmoor.”

Messner concluded, “Everyone we’ve dealt with in the municipality has been super helpful and we are so grateful for that.”
