On May 9, the Mamakating Planning Board continued with the public hearing on the camp on Ski Run Road, now known as Camp Nitra, a camp aimed at children. At that meeting, neighbors challenged the applicant's (David Moskowitz of Ski Run Realty, LLC) claim that the camp has not been in operation.

Commenters stressed health and safety concerns for the campers and alleged violations against neighboring properties. The proposed camp comprises two parcels: one is in Burlingham Residential Zone and the other is in the Hamlet Center Zone.

But before the public spoke, planning board attorney John Cappello noted the most pressing issue: none of the documents the board requested from the applicant were provided. Capello said, "You were supposed to give specifics on each structure on the property. The board has received nothing." Steve Barshov, an attorney representing Moskowitz, said the owner did not tell him.

Despite no information on the proposed application of a special use permit for the camp, the representatives spoke at length about the violations the previous owner had racked up, and the current owner’s intentions. Barshov said that the applicant is seeking information from Mary Grass, town building inspector and code enforcer, regarding a list of code violations and the history of the structures on the property.

Cappello did agree the planning board only has authority to issue a special use permit or not, and a lot is falling on Grass.

Barshov said they will continue to operate under the conditions established by the previous owner, "not being rebellious, just doing the status quo." The residents questioned whether the camp could operate under a non-conforming permit like Barshov said the owner intends to do without current inspections and permits. There were also complaints that the camp has been in operation without permits. One commenter claimed she heard people in the hockey rink building.

Ralph Rova returned to the public hearing, reiterating other alleged violations he had brought up at the April 11 meeting, such as overuse of the shared right of way, Shannon Lane. Using examples of an "enormous" pillar built on his property and signs knocked over, Rova said the applicant was not respecting property boundary lines. "I want people to use their property the way they want to. I just don't want them to use my property the way they want to." Rova did say that Moskowitz contacted him and brought by a "very good" wafer cake.

Residents also raised health and safety concerns. The camp is intended to be a sleep-away camp for children. One commenter asked what would happen if a fire broke out and there was only one exit for the camp. No answers were given due to the lack of a site plan. The public hearing will continue until the next planning board meeting on June 13.

The next applicant before the board was Scott Buchholz representing Roger Mangar. Several years ago Mangar bought waterfront property. But, the original site plans have changed. Mangar wants the house moved to an area on the property where he has lake views. Aside from soil tests that need to be done, Buchholz needs to avoid wetlands that appear on the survey. Buchholz relayed that he has no intention of disturbing the wetlands. He told the board he will review and act accordingly. He says he will be ready to appear at the next board meeting in June.
