Environmental Considerations Addressed

The meeting also tackled potential environmental impacts associated with the proposed law. A draft Environmental Assessment Form (EAF) prepared by a consultant concluded that the action would have "no impact" on historic or archaeological resources, even though the town does have areas listed on national and state historic registers.

Public Input and Next Steps

The public hearing for the proposed laws closed on July 16. While the board has received public input, it seems further opportunities for public engagement are on the horizon.

The board is still awaiting the zoning map, which will be used to identify property owners potentially affected by recent zoning changes. Once received, letters will be sent to these property owners, and information sessions will be held next month to review the map with the public.

Crucially, Local Laws G and H, which establish the community preservation fund and advisory board, must be adopted before Local I, the real estate transfer tax, can be voted on by the public. This means the final say on the tax rests with Rochester residents through a referendum process.

The meeting concluded with no decision made on the proposed laws. The next steps will involve further board discussion and potentially additional public engagement opportunities.
