The Town of Rochester held a public hearing and audit meeting on July 25th, during which several key decisions were made.

The most significant portion of the meeting focused on the town’s Community Preservation Plan. This plan was designed to “achieve the balance between development and conservation” of Rochester’s many scenic lands, water, historic places, and agricultural land. The idea is to protect the biological diversity of the town and secure public access to non-vulnerable parts of the ecosystem.

The board expressed enthusiasm for moving forward with the plan and establishing a dedicated fund, but said that meeting the November ballot deadline for the necessary local laws is unattainable. To expedite the process, the board committed to adopting a local law which will create an Advisory Board to oversee the plan and its real estate transfers. This will allow for more in-depth planning and a potential ballot initiative next year.

Questions arose about fund management. The town attorney advised that funds deposited into the community preservation account cannot be used for other purposes until a referendum is passed. The board also discussed the possibility of accepting grants and donations for the fund, but emphasized that there is no obligation to allocate these funds specifically to the preservation initiative.

There was also discussion about the importance of coordinating the town’s housing inventory with the Preservation Plan to ensure that viable building land is not inadvertently protected.

The Town Board plans to continue developing the Community Preservation Plan and exploring funding options in the coming months.

The board also conducted two other pieces of business, including officially closing the public hearing period for Local Law F-2024, which will allow a local landowner to rezone their parcel. The proposal was presented to the board two months prior, but there was nobody in attendance and no public comments were received.

They also approved a $300,000 temporary loan from the General Fund to the Highway Fund to cover paving costs until CHIPS funding arrives in September.
