A 54-year-old Pine Bush resident faces felony charges for attempted rape and attempted child endangerment, following a multi-agency Internet Crimes Against Children (ICAC) enforcement detail conducted across the region in August.

Leroy Bruyn, 54, of Pine Bush, was arrested and charged with three counts of Attempted Rape in the 2nd Degree (a class E felony) and Attempted Endangering the Welfare of a Child (a class B misdemeanor). Following his August 15 arraignment at Orange County Centralized Arraignment, Bruyn was remanded to the Orange County Jail with bail set at $15,000 cash, $30,000 bond, or $60,000 partially secured bond.

The enforcement detail was coordinated by the New York State Police in partnership with several local, county, state, and federal law enforcement bodies, including the Orange County Sheriff’s Office, the Orange County District Attorney’s Office, the City of Port Jervis Police Department, and the FBI Hudson Valley Safe Streets Task Force.

During the operation, undercover investigators chatted online with individuals who believed they were contacting minors, leading to arranged in-person encounters for illegal sexual activity.

Two other individuals were also charged as part of the detail. Stephane Pontoizeau, 39, of Mendham, New Jersey, was charged with Attempted Rape in the 2nd Degree (class E felony) and Attempted Endangering the Welfare of a Child (class B misdemeanor). He was arraigned in City of Middletown Court on August 14, 2026, and released on his own recognizance. Ramon Josue Lopez-Moreno, 31, of Liberty, was charged with Attempted Endangering the Welfare of a Child (class B misdemeanor) and issued an appearance ticket returnable to City of Port Jervis Court on August 24, 2026.

The New York State Police emphasized that all charges are accusations and that all defendants are presumed innocent unless and until proven guilty in a court of law. Investigators are continuing to review digital evidence and conduct follow-up inquiries to identify any potential additional offenses or victims.
